Why are courts not issuing legal heirs certificate to the sons or daughters of the deceased parents for succession of property to them according to hindu succession act. Is ration card, family members certificate, passport not sufficient to declare the legal heirs in case there is no will and no one has claimed the property even after one year of the death of the parents.
