Sra Transfer Procedure

Hello Experts
I purchased a sra flat in mumbai before the lock in period as the lock in period is over i am planing to registered the same in my name i hv meet many lawyers but still not clear about the transfer procedure some said that u only need to pay stamp duty and registration and the flat will be transferred in ur name while some said that u need to get noc from sra first and after doing the registration need to pay a transfer fee equivalent to stamp duty to sra .kindly advice which is the correct procedure
to ur notice the previous owner is ready for cooperation.
