Sociy chairman not giving receipts

pune flat of 9 flat apartment

no socity formed

I am giving mainatence always on time

now when I asked no dues ceritificate and maintence recipts ,so called chairman did not replied

when I stopped paying maintence they stopped taking garbage outside of house 

chairman is telling to share my request to all flat owners which is I dont feel proper way

also if no garbage collection m i liable to pay maianatnece ?
