Senirioty in central goverment

Sir,

I am working as Assistant professor at NIT Goa from August 30, 2013. I would like to know the rule followed  for the seniority in the central government list. Is it based on joining date or grade pay or any other rules. Kindly give me suggestion for this.

As of my knowlowdge, its based on your doj.

date of joining is no more a criteria for seniority.

Dear Sir,

For example Mr.X has  joined on 30 August 2013 with thesis submitted and Ph.D degree(AGP Rs 6000) not awarded. After that In December 2013  there was another round of selection for faculty and Mr.y, Mr Z  few selected having Dr. degree (AGP 7000). Now  Mr.X  completed my Ph.D degree in Octbober 2014. (AGP 7000). May I know who is senior in ths regard.  Mr X or Mr Y.?
