Seeking clarification

Dear All

I need one suggestion and related case study. Can any one tell that magistrate issued me summon to appear on 30th october2016. which i did. after two hearings suddenly i see protection officers DIR report which was prepared without my knowledge was submitted on 3rd Jannuary 2017. Out of curosity i just read the law as i am an engineering back ground. So after going through i think protection officer must send one notice to me before making any report. please advice. i may be wrong.
