Relaxation to sc/sts within gr-a promotions

I am working with CPSU.  There is relaxation in promotions to SC/STs within Group-A.  According to which The ratings of ACRs i.e. "Good" , "Very Good" etc should not be taken into account and they should be included in the zone of consideration for promotion and they should be promoted as per the availability of seats and inter-se-seniority.  There is no reservation in Gr-A but this is one of the relaxation which is being provided to the SC/STs.  Since one of my rating in ACR was "Average" my department did not promote me.  They promoted people who are junior to me.  Is there any SC or HC judgement in this case.  or what can I do in this case I have given enough representation to my CPSU.  As an employee of CPSU I cannot go to the CAT.

first of all be clear that :-

 

(i) person with average ACR cannot be promoted.

(ii) Recent court orders declared average ACR at par with adverse and employe has right to represent against the same in same manner.

(iii) Likewise the employee has a right to be communicated the said ACR.

(iv) this right is available to all employees.
