Registry of property without completion certificate

Dear Experts,

I would like to know the options available with a person if he wants to sell/buy a property in case there is no completion certificate for the built-up flat. What are the rules pertaining to registration of such properties in general and also specific to Haryana state?

Kindly shed some light on alternatives available for getting registry done for such flat.

I do not know the exact law in Haryana. But generally a property under contruction, or constructed but completion certificate is not obtained can also be sold, if the purchaser agrees to buy.
