If your mother is sole owner then she can leave a WILL, and if sisters are not beneficiary in the WILL they can not stake a claim.

Registered WILL fetches more reliance, but can be contested.

In presdential cities e.g. Mumbai, it is mandatory to rpobate the WILL.

The society may ask to get NOC from sisters and in the absence of NOC may ask to obtain probate from court. Check the society rules.

Or ask you mother to gift/trasfer/release in your favor.

An able counsel can guide you further.
