In some states the Collectors of the district are competent to do so but in Orissa, the Collector do not have the authority?

Any Special Officer notified by the state govt. may issue the required certificate.

Why do not you visit the websitge of Centraly Ministry of social empowerement.
Why do not you visit the website of Orissa Govt.
Why do not you as a minority friend to show his certificate.
Why not RTI application.
