Having 8 years continuous service, am i not eligible for gra

Respected sir/ madam,
I have served as EDDA in the Postal Department for continuous 8 years (1974-82). I have retired at the age of 65 superannuation on 1997.
Due to lack of 10 years continuous service, I was denied my gratuity.
Recently I came to know that, there is an amendment in Gratuity Act, as per which 5 years of continuous service is sufficient for gratuity.
I wish to know whether the amendment is applicable to me in my advanced age of 80.

Payment of Gratuity Act is not applicable in postal department,

and more over the amendment came into force in the year 1987.... so after 1987 only the persons are eligible for gratuity (5 years)

Madam,

My grandfather retired on 1997. So the law would have been applicable if it were applicable to postal department, right?
