Are the school teachers with post  graduate scale Class I Officer?

Class I officer crosses the income limit of Rs.4 lakhs.So he will not  fall within the creamy layer.

First of all, income limit is Rs. 4.5 lakhs. My question is: are the higher secondary school teachers with post graduate scale of west bengal non-Govt., aided schools Class I Officer?

Class I Officers are not according to income . Even a Rly Engine Driver gets more , but is not Class I

I know it that class I Officers are not according to income. But my question is: are the higher secondary school teachers with post graduate scale of west bengal non-Govt., aided schools Class I Officer? Yes or No? I have mentioned the income limit in response to wrong information given by Issac Gabriel.
