Clause 17 of jan lokpal bill

Clause 17 of Jan Lokpal Bill provides sufficient escapes to CORRUPTS.

So I fail to understand that why the GOVERNMENT is hesitating in accepting the JAN LOKPAL BILL as proposed by

ANNA HAZARE

but after reading the section 35 of the Jan Lokpal Bill what is the use of section 17.

Which section will prevail wehter section 17 or section 35.

If section 35 will prevail than what is the use of section 17

Thanks

Section 17 would prevail and it is said by advocates that this clause is necessary to be embodied as removal of this particular clause would require constitutional amendment and it appears that this is the only reason that the clause 17 is there. The same is the case with Lokayukta and I personally had worst experience of the clause.

Clause 35 only indicates that the act would supercede all other acts and it is normal clause in every specific bill.

Dear Pratik,

Go again to the Sec. 17. Certainly  Sec. 17 shall prevail to Sec 35.
