Arbitrary interference with usage of property

A person buys a land and completes all legal formalities related to it. Every thing at papers is legal and once he starts construction over there the police asks him orally to stop the construction. On asking the reason for it they say that the land would be given to some university for its green belt under future schemes and it is pending for consideration. On letter of some IAS this has been done... What can be done.

Land cannot be acquired without following the due process - which includes a lot of stages like notification etc and without proper compensation and now Rehabilitation and relief.

No order has been given to us given to us and moreover it has been tolf that the acquasition is proposed can u suggest some case laws regarding the matter, Mwerely by verbal order of local police the stay has been asked...
