Queston on power of attorney - nri -

hi
when it comes to power of attorney.
what is the difference between adjudication and registration and policy related to it that is  n place in the  state of tamilnadu.
i want to buy a flat from a NRI party. the owner was abroad when he bought t in  2007..
so he issud a power of attorney to his father from abroad and the same has been adjudicated but not registered in local registration office in 2007.
all the loan was paid off after that and ownership stand in name of the NRI party (son).
i applied a loan through a natioalizd bank which is asking for the adjudicated powr copy.
the seller doenst have the copy and since it is not registerd, we are not able to get certified copy also from the registrar office.
but , the agents - son and father above are both are currently in india..
what options i have now to get the above issue sorted with bank.
is it correct for bank to reject a loan just for the above reason.
