Property tax regarding

To All, We have a manufacturing Unit In GIDC.As per the servey number we fall under the jurisdiction of the gram panchayat.Till today panchayat not taking property tax but now the demanded.we are not receiving any service from grampanchayat. Ex Road,Water,Electricity Etc My question it is compulsory for me to pay property tax in grampanchayat even if we not benefited by them.2. what further step we can take to oppose gram panchayat.
