Property registration

WE have purchased a land with old house as it is still now in the year 1990. Property owner has made a release deed on my mothers name and we have paid the whole amount of sale consideration.

       We did not register the release deed. In the year 2002 we have converted the Muncipal tax on my mothers name and we are paying tax. Now we requested the property owners to register the land on my mothers name they are bargaining for funds.

     1) Can my mother be the owner of land because muncipal tax is on mothers name

     2) Can my mother register the land on myself and my brothers name showing evidence of muncipal tax        receipt.

      3) By doing this will they be any legal problems.
