Prohibited properties

Dear sir,

We have 200Sq. yards plot at Hyderabad, Telangana which is registered in 1998 with LRS and ULC Cleared in 2004.

Property is registered under my Mother who is still alive.

I hold the LRS AND ULC Clearance certificates for my plot.

Now after 18years when i am approached registrar for getting registered on my name I was surprised to hear that my plot falls under Government/Surplus land.

Is there any possibility that a plot which already hold the ULC AND LRS falls under prohibited property for registration.

Can you please suggest me for futher course of action, whom to approach and what do to.
