Proceedure to file a suite

Hello respected legal brethrens ,
I am a dentist in karnataka and I am supposed to acquire the license to practise according to clinic establishments laws . I have duely submitted the required documents to the health and family welfare office and have recieved acknoledgement for the same .
Meanwhile the officer who had come for inspection is saying license cant be issued for invalid and irrelevant reasons.
My question is ,if i am issued notice for not issuing  license where can I file the suite , is it in the respective taluq court or district court  . My clinic is  in  taluq place .

You shall be required to file suit in district court.
