Procedure for paying duty under protest and refund thereof

Due to urgent circumstances, I had paid entertainment duty under protest. Do I have to make an application for refund ?

 

Also, if I want to raise a legal objection to the levying of the duty on my business where can I do that ? Which is the appropriate forum ?
