Private complaint against a govt servant

no facts hve been stated.

Apply for such permission to the Superior Authority that appointed him in the post and seek specific permission.   Without permission, complaints against Public Servants for those lapses during official duty can not be registered. 

Since facts of the case are not staaed I am not able to agree or disagree with above views.

He has not even stated whether the crime is done during public duty or in putely private capacity and what the crime is.
