Private Forensic Labs

Once the new Forensic Science Services (Regulatory Board) Bill 2011 is passed, the Government expects that private forensic laboratories will take the heat off overburdened national and state forensic facilities. The Government expects that this Bill will help ease the situation by regulating existing and new private labs to meet state-level standards and help in the setting up of new forensic institutions.


The Government has failed to realise that when the Private Labs come to exist in Indian Criminal Justice System their is bound to be confusion. I am not saying this without basis. Take the case of the Bhushan's (of Lokpal fame) case of the tapes. The Govt lab has reported them to be genuine and the private lab (Truth Labs, Hyderabad) reported them to be doctored. Till date the matter remains unresolved. Such would be the confusion in future for all cases. Their is no fool proof method to believe reports from private labs. Therefore the Government should stop this Bill from being enacted and instead increase manpower and infrastructure in Government Labs to dispose off cases urgently. None are above board. India cannot afford more confusion.

Dear Dr. Rao,

Thanks for starting an interesting thread. You are right in pointing out "increase manpower and infrastructure in Government Labs to dispose off cases urgently."

There should be tough laws and capitol punishments in case false, fabricated, doctored reports are issued, by a lab government or private.

If there is a provision like; in case a false reports is issued the property of promoters and lab with its assets shall be attached and auctioned, and there shall be no appeal, and the person shall serve a term in correctional centre for say 10 years, and shall be debarred from entering into the profession again, the technician, promoter shall never agree, whatever be the amount of gratification. The amount collected from auction shall be spent to improve the number and infrastructure of correctional centers, courts of law.

The corrupt politicians, bureaucrats are desperate to find ways and means to somehow remain free from reach of law, and while in chair are making the necessary arrangements to enact some laws, pass bills for their future. Those in Opposition, either do not oppose, or pose weak resistance because they also know that what is happening shall benefit them also.   

It shall be highly unfortunate if people like Anna and their crusade gets subdued.

One leader is sufficient to raise an issue and muster support for appropriate law to snub the oofender.
