Can my mother give me power of attorney to operate her bank locker in other city as she cannot travel

Depend on bank policy

Contact your bank where you have locker,because they may provide you simple form to do so.

Yes. Contact the Bank concerned to get the required format/form to prepare the power of attorney and to know the procedure to be followed as per the rules of the bank.

YES. Even POA is not required the prescribed format of Letter of authority from your mother is sufficient or else you can also convert this as joint account by providing prescribed forms. This is a simple matter.
