Sir, I just ask a straight question whether Excutive is responsible to parliament or not. U/A 75(3) COM shall be collectively responsible to the House of People. So, it means political executive is responsible. But, when one of Parliamentary committe i.e PAC ( Public and Account Committee ) summons RBI governor to present before them over demonetization issue, then a question arise whether permanent executive is also resposible to Parliament. 

The question was put only to understand Executive- Legislative relationship ( under student section of query ) , not for any case.
