Plot transfer

We are four brothers. One is unmarried and stays with us. This unmarried brother got a plot in will from my mother. My questions are as follows:

1) can he transfer the plot in anyones name without our consent.

2) How can i prevent my elder brother by owing this unmarried brother's plot to himself.

If you brother has received a plot of land from your common mother through a will then he has become owner of the plot and if he is an adult eligible to make a contract, then he can sell/lease or do whatever legal thing he can as per his wish. If the will mentions any conditions that your mother has made while willing the plot, then your brother will have to act as per the conditions.

If the brother who has received the plot by way of your mother's will wants to gift/sell it to your other brother, he can do so unless there are conditions in the will.
