Hotel running is an industry.  Contact General Manager, Disrict Industries center, and before that get the project report prepared by an expert chartered accountant, as there are lot of specifications on safety, food,  fire , labor etc., DIC can also undertake for peparing such project report or may provide you format of such report.  You can also enjoy status of industry and avail concessions from Govt if you proceed through DIC- the other depts clearance can also be secured through DIC single window.
