Pay fixation

Hello Sirs, I joined ONGC from IIT Delhi in December 1984. IIT Delhi is a Central Governemnt organization and ONGC is PSU. 

My salary at IIT Delhi constituted of Basic Pay, Dearness Pay (DP), Interim relief (IT), City Cpmensatory Allowamnce, Dearness Allowance (CCA) and HRA.

On the matter of Pay protection, ONGC is considering only Basic Pay and DA ignoring DP and IR saying it is not part of the pay. 

Kindly advice.

1. I think that they are right. I.R. and DP as they do not constitute a part of the Basic Pay which has been protected .

2. If you want to litigate then file a complaint before the Central Administrative Tribunal.

Thank you so much Mr. Rohit for prompt response. According to FR/SR Rules, DP and IR are part of "pay" and receive all benefits like HRA, PF deduction, leave encashment etc. Pay fixation does not say protection of Basic Pay; it says Pay plus DA. Thus all components of Pay like Basic pay, DP, and IR alongwith DA needs to be protected in pay fixation.
