Pattadhar passbook getting issue

Hi

I bought the land in 2013 year.I have applied for pattadhar passbook in meeseva center along with valid documents. but today VRO called and informed that i would need to provide the pattadhar passbook of the person whom i did buy the land and that person does not have any pass book .

  how to get the pattadhar pass book for my land. I have registrtation document and submitted EC.
