Passport problem

Hello sir, I had a accident case and it was disposed 2 months ago.I applied for passport but inquiry officer told me that you have to wait up to 6 months.After 6 months u will renew the passport then it will accept.But i want to do MS in USA.so please give the information/suggestion about it.
