Passport date of birth certificate new law

i want to ask new dob rule for passprt when implement.actually i dont have dob certificate acc to previous rule but on 23 december 2016 on passport site govt announce removal of compulsion of dob certificate notice uploaded but when it is implemented.i filled the passport form on 24 december & my appointment date is tomorrow so will i go or cancel.suggest me this rule is effective or not.urgent>

Since the government has only notified the same by the way of the declaration; the same shall be implemented as and when the government makes a declaration in the notification gazette of the government.
It will take time, as soon as it will be done it will be informed by the newspapers
