Pagdi system

We have Pagdi system House in South Mumbai. It is in my aunt's name (my father's(passed) real sister) and joint name is her mother (my grand mother) who passed away. When we asked landlord to remove my grandmother's name from the reciept he said he would need NOC from legal hires. There are total 3 kids Son(passed away and got his share when parents were alive); Daughter (married but least bothered about property and cant obtain NOC even if she was offered one room out of 2 as a legal heir) 2nd Daughter (whose name is there on the tenant reciept along with her mother who passed away).

1. Can she remove her mother's name with any other option if she is not able to obtain NOC beacuse of the above reasons.

2. Can she make a WILL or something as she is unmarried woman.

Tenancy rights of a residential premises can be transferred to th person who was residing wth th tenant at th time of death or heirs U can sue th landlord
