An advocate might have helped for getting such HC decision, issue a notice to Supdt of Police and to the police station direction in judgment, and threaten them of filing contempt petition, go as per directions of the Advocate.  Inform this to local authorities and warn them not to give occupation certificate as it is againt the HC judgment.

You have already engaged and paid an able, competent and intelligent lawyer to contest your case in High Court as stated by you, s/he is well aware about the facts of the case, what is his/her opinion and advise, proceed accordingly.

However, if you still feel strong to have second opinion it is advisable to consult another local prudent lawyer with relvant records/case file for better appreciation of facts, professional guidance and proceeding.

If the police have not implemented the high court order by forming the road as prescribed in the judgment and you are one of the parties to the suit, you can file an execution petition to execute the high court order, if if the road is coming under the control of the local civic body, then they may be approached for this construction of road as per the judgment of high court in this regard.

You may discuss with your advocate and initiate suitable legal action as warranted as per the prevailing situation.
