well before getting rulings please go thru the sections of notaries act

 

8. Function of Notaries.-  (1) A notary may do all or any of the   following acts by virtue of his office , namely:-

(a) verify, authenticate, certify or attest the execution of any instrument.

normally attested documents by notary is same as registered with registrar office, as notary's seal is equivallent to executive magistrate seal for taking afidavit, and other relevant documents attesting.

Most o the documents attested by notary are treated at par with  documents registered  with  Registrars under Registration Act. But some of the Universities, still following the old system that the documents  should  be attested by others. It  is high time to make changes in University rules and regulations.
