Non occupancy charges

Ours is a co operative housing society and where in commercial activities are running in some flats and accordingly these commercial establishments have also displayed sign boards/boards on the entrance of their premises so that public can know the products in which they are dealing but for this our society passed resolution and started imposing extra charges for display of these boards as "hoarding charges" . I understand the particular member who is carrying on commercial activity obviously has the fundamental right to display boards for the general public to know about his commercial activity and only the municipal corporation has the right to charge for boards.

But in our society the society is imposing extra amounts as above. Please help as to wether the society has the right to charge such extra charges and if not under what rules and law are they not allowed to impose such charges.
