NHAI acquisition

If NHAI acquired a land and paid the compensation to the owner. I want to know is any law to release the land if the proposed plan of NHAI is cancelled. but if owner is asking for the plan NHAI office not responding properly. As per what condition owner is liable to take back the unused acquired land from NHAI if that land is not fit for NHAI plan.

Sir one of the person of my village is illegally encroching relating to public R&B Road towards constituency head quarter to mandal head quarter road side land. sir how can i object and protect the R&B land relating to public.
