Mcd booked property

hii i want to purchase ground floor in delhi. i have given advance for a property ground floor. but later on i have found that in this building third floor only is booked in mcd. is there any affect on my property. and i also want loan on ground floor for which i am going to purchase. can bank give me loan. please sort out my problem
