Mass suspension of officials

We hear the news that a good number of officials are  suspended for irregularities they committed. If a department loose say 50 officials, the 50 seats are vacant, the tables are empty. No movement of files. The department has 80 staffs, in which 50 suspended, balance 30, 5 are on leave, balance 25, in this 10 are on duty so rest is 15.
Now how a department capacity of which is 80, reduced to 15, will serve? If all the department goes likes this how a government function for the people. the public are the sufferers. How to over come this?

I don't know the law point.but I want know, if the government suspends in mass and positions are vacant, who will do the work? In a Department if 50 offcials are suspended a huge gap/ vaccum  is generated will it not affect the day to day work of the department? The government can not recruit directly as a private concern. It should get offcials who knows the work. Normally these recruitments are made through Service Commission examinations. It also needs training. How the goernment will  face this sitiution?

The suspended employee has not vacated the vacancy so no recruitment process can be initiated.
