Legal implications of drawing water through suction motors

My locality is facing acute water shortage due to low supply pressure and meagre supply quantity. Its an open secret that a section of residents draw water through motors to survive...esp the big households having many portions or those having multiple floors.This further lowers the pressure and further lessens the quantity, creating a compelling need for others to use a motor to survive this summer. In this regard, I appreciate if somebody can answer the following questions with respect to law ...

1) Motor is used at an additional cost of electricity to citizen, to get around the problem of lack of enough water supply pressure and adequate quantity, which the Municipality would otherwise be obliged to solve. Is drawing water using motor from a municipal water connection illegal ? Is this considered a criminal offence ? If yes, then can it be challenged as every drop drawn so is accounted for and paid...and not stolen. 

2) Can Municipality staff suddenly enter ( raid) citizen's premises without a notice or warrant ? Can the citizen legally refuse entry to them ? What if they disconnect the connection in such an event.

3) Can the staff confiscate such a motor ? Is the citizen entitled to get any documents after siezure ? Is such a confiscation legally valid, as the staff usually sell it elsewhere for money or return to the owner at their office after charging a price ?

It is illegal to use motor on line.  The premises can be raided and motor confiscated and supply disconnected.
