Legal heir certificate

Hi we have applied for legal heir certificate in dindigul Tamil Nadu. We are total 7members in our family and we have made sure all the name are listed in the application. There are 3 members who purposely don't want to submit there aadhar card. The VAO office says they cannot issue the certificate unless these 3members submit. Can any one provide me the suggestion how to get the legal certificate. Regards, Perumal

Make them as opposite party and issue legal notice to them and if they deny go to competent court of law against them
