   It is the legal principle under which the interpretation of the clauses must be oriented in the sense in which all can have some effect rather than the one in which some would not have had any. It means the explicit mention of one (thing) is the exclusion of another

Contemporanea expositio est optima et fortissima in lege means contemporaneous exposition is the best and most powerful in the law. See the following link relating to a SC judgment wherein the said maxim was interpreted.
