Lease rent of flat paid by builder?

Hi, i purchased a flat in Indore which located in IDA i.e. Indore development authority. For loan process the SBI need life time Lease rent recipet from builder chain document. But the builder told that he will not pay this lease rent for life time. Does this is law that builder should pay this life time lease? Can you please clear me about this life time lease ? What is this lease?
