If the alleged indifference behaves cause hindrance to the administration or such behaves are against the welfare of society or law or rules, or if there is any insubordination, show cause memo can be issued to call for his/her explanation in writing within a reasonable stipulated time. If the explanation is not satisfied, domestic enquiry to be conducted by provoding reasonable opportunity of being heard by appointing an enquiry officer after issuing Charge memo describing the charges levelled against him/her. If the enquiry report goes against the delinquent, appropriate punishment including termination can be done subject to the consideration of gravity of illegal act and reply of delinquent on the 2nd show cause notice which is required before passing final order.
