Can a Gair Mumkin Rasta mentioned as Mustarka Malkan Hasab Rasad Khewat (Jumla Mustarka Malkan Land) be exchanged by Gram Panchayat in case the portion of said land fails/ stops to serve the common purpose for which it was left? If yes than what is the procedure for the same?
