Is the Prime Minister aware of anything at all?

It is shameful that the UPA Government should have taken recourse to misleading the Supreme Court in such a brazen manner while defending the decision of the Prime Minister to appoint Mr PJ Thomas as the Central Vigilance Commissioner. It was common knowledge even before the three-member committee (comprising the Prime Minister, the Home Minister and the Leader of the Opposition) that selects the CVC had met that Mr Thomas, one of the three bureaucrats short-listed for the job, was among those accused of involvement in the palmolein import scandal and had a criminal case pending against him. When the committee met to select the CVC, this point was raised by Leader of Opposition Sushma Swaraj but was brushed aside by the Prime Minister who was determined to appoint Mr Thomas; the Home Minister expectedly concurred with the choice. Ms Swaraj had no other option but to record her dissent, which she did. Between then and now, there have been innumerable stories about Mr Thomas's alleged involvement in the palmolein import scandal; how his former boss K Karunakaran had stalled court proceedings; how the stay now stands vacated following the latter's death; and how, despite such a major charge pending against him, the former Telecom Secretary had risen through the bureaucratic ranks, thanks to the Congress. After stoutly defending Mr Thomas's appointment and mocking at the judiciary for raising questions about his 'suitability', the Attorney-General has now told the Supreme Court that this crucial information was not mentioned on the note circulated among the selection committee members. That's hogwash. The Department of Personnel and Training, which reports to the Prime Minister, has full records of each and every bureaucrat. If the note did not record Mr Thomas being chargesheeted in the palmolein import scandal — fresh information suggests facts were indeed excised — then the DoPT as well as the Prime Minister owe an explanation. It is absolutely stunning that the Prime Minister should feign ignorance every time he is caught on the wrong foot. When the 2G Spectrum scam was exposed, we were told that the Prime Minister was unaware of what was happening in the Telecom Ministry or what his Cabinet colleague was up to. That claim now lies in tatters. Similarly, finding that he has painted himself into a corner over Mr Thomas's appointment as CVC by insisting that he alone should get the job and not any other bureaucrat with an unblemished service record, the Prime Minister has done what he does best: He has once again claimed that he was unaware of facts. What, then, is the Prime Minister aware of? Does he even know what's happening in the Government he heads? Is he aware of the shenanigans of Ministers who presumably report to him? Or is it that he is just not bothered and couldn't care less? This increasingly appears to be true. Secure in the belief that, given his image of being a man of unimpeachable integrity, he will get the benefit of doubt no matter how serious the allegation, the Prime Minister seems to have convinced himself that he can fool the nation not once or twice, but all the time. Mr Thomas should not be spared and made to quit the CVC's office. But the Prime Minister shouldn't be spared either: He must explain his conduct.

Power is always associated with corruption. If you try to investigate honestly, no bureaucrat can be found with an unblemished service record. Some can be found less while others can be found more corrupt. Corruption has many faces, not only swindling of money. Misuse and abuse of power and position is quite rampant on their part, besides economic offences. They act rash without any fear, beacause they openly boast that they are the rule makers. If some on points out to them that certain ac is against rules, the pat reply he receives, who makes the rules? We are the rule makers."

 

In fact direct recruitment to Group-A services (Class-I Officers) by the UPSC, in itself is the root cause of corruption, as they become permanent lords right from their birth in Government service and are placed on the head of even other Class-I Officers of promotee cadres, may they even be having decades of experience and maturity of Class-I Officers before the induction of direct recruit bureaucrats over their heads.  After their induction they are at first filled with egoistic attitudes during their induction training for the first complete two years not only at the huge cost of the Government of India, but also paid full salary without doing any work. They have 2-3 prescribed tests for nme sake to pass during their training period, But, still when papers go to the examiners for evaluation, they ask what is the minimum limit of qualifying marks? When asked why they need to ask that, Their reply is often that they have to pass them, even though standard of their test questions is even easier than the candidates of even Group-C (Class-III) level departmental exams. I can well say, if they are made to sit in that exam, most of them won't be able to qualify even that exam. The quesion arises, why should they, becuse they are destined not to follow rules, but to make rules in their own interest by saying "Rules are, but for fools".

 

In fact the system of recuitment of Group-A Officers by UPSC needs to be scrapped, not only becaus this is the root cause of coruption, but also the system is anti-constituinal, that violates one of the fundamental right of others, the right of equality, as granted by the Constitution of India.

 

CAN ANY ONE OF OUR MEMBER BRETHREN AMONGST THE LEARNED ADVOCATES COMMUNITY COME FORWARD TO FILE A PUBLIC INTEREST LITIGATION AGAINST THIS SYSTEM OF RECRUITMENT BY UPSC?

OFCOURSE RECRUITMENT SYSTEM SHOULD BE FAIR.

FROM PANCHYET TO PMO - CORRUPTION IS UNIVERSAL NOW.

MOST PATHETIC IS THAT, THE PMO  NOW A DAYS ENTAINED CORRUUPTED PEOPLE.

THEY TRY TO SAVE THE CORRUPTED TILL MEDIA OPENED THE REAL FACE OF THE CORRUPTED PERSONS.

Dear Mr. Arup,

The process would not only continue, but also add more and more to the woes of the Indian people by widespreading the evil of corruption, unless the British Raj like ICS recruitment system (Now IAS & Allied Cadre Services) is not stopped to create an army of permanent Damaads (sons-in-law) of the Government and Godfather seekers.  In fact both the communities (politicians and bureaucrats) serve the mutual interests of each other by befooling the people at large. Politicians act as heir Godfathers to protect them, while the Indian democraic system don't have any provision o empower th people to call back the corrupt represenative (politician) of the people. That is why the direct recruiment system of class-I officrers through UPSC needs to be abrogated that is violative of Constitutional provisions of equality and socialistic pattern of society by favoring one community and not providing equal opportunity to the other classes to compete the UPSC exams, more particularly, who are already in Government service on lower posts and have already acquired the academic qualifications to be eligible to compete he exams.
