Is suspension the only punishment for police?

Recently in my place, one person was beaten by one police officer and later hospitalised for taking photos of police beating one autodriver for violating traffic rules. It became big issue and the only punishment  given was suspension. There were even video recordings of the entire incident as evidence.

so, can't police officer be charged with same sections under law as if such offence was done by a common man? Some people say its police's liberty which sections to use in charge sheet and even judiciary can not interfere in this regard. So, police will charge using silly sections for the easy escape of their collegue!

Is there any provision in law which gives power to judiciary ie. Judge to conduct direct enquiry and write charge sheet if the accused is police?

Experts, your comments please..

Such greivances can be submitted to human rights commission of respective states. You have to submit all the evidences to the commission. You can see the website www.nhrc.nic.in

suspension is not even a punishment.  If suspended it means some departmentalactionis being taken.  Such action does not perclude paralell criminal proceedings.  But sinc ethe crime is committed within duty a sanction s/u 197 Cr PC will be needed for prosecution.
