Is it unauthorized construction.

Sir,infront of my land a slum development and clearance dept.(sdcd) constructing building without taking permission from development authority, corporation and local bodies.is it unauthorized construction? According to easement act I haven't given road to reach main road.In this regard we have approached principal court and Honourable Courts restrained sdcd and ordered stay.But sdcd isn't obaying honourable court's order continued the construction.I am not only helpless and anguished.what I want to know is, is the building is unauthorized and would I get justice?.
