Is it police lenience?

Aren't burning effigies on public road junctions comes under Sec. 141 of IPC (unlawful assembly) , Sec.268 of IPC (Public nuisance) and Sec.294 of IPC (Obscene acts and songs) ? 

 

Why don't Police file cases against political parties persons? Is it police lenience?

Cases are registered in some instances.  In other cases it is not lenience, but intentionally ignoring so as not to add fuel on fire.

 

I know one instance where PDPP Act was invoked against the protestors for damaging public road due to the burning of effigy. The persons caught were remanded also to judicial custody.

its very simple logic. it depends upon the effigy represents whom. if the protestors are ruling party burning effigy of opposite party, then the police will not file any case. it effigy of chief minister is burnt then case will be filed.
