Is affidevit a requirement for fir?

I lost my RCTC of my car.  To get duplicate I require FIR.  When I went to Police I was asked to produce affidevit.

Please let me know if affidevit is a must to get copy of FIR for loss of RCTC.

Any source that I can produce to police station to show that affidevit is not required.  I am government servant and I have xerox copy of RCTC and all documents related to my car.

You have to give a written complaint to the concerned police station, affidavit is unheard of, if the SHO is insisting on it, you may take the matter with the higher police official and get his direction to the SHO to register the FIR as per the procedures of law.

Give a written complaint in the name of SHO to the concern police station to register your NCR regarding lost of your RC , attach photocopy of your RC if available , no need to submit affadivit for fir .
