Is a 'paper based document' itself a property? what type?

Is a 'paper based document' itself a Property?  What type?

I mean to ask e.g. A paper based document such as (Maps of land which are drawn, modified, maintained by various depts. Weather forecast details records, or even a record/register maintained by a public agency e.g. birth an death register/marriage register, gazzettes etc)

These documents/registers are paper based and hence are 'corporeal' and tangible.

My questions is that Do the document itself become a movable tangible corporeal property?

thanks
