Involvement of area lekhpal in illegal encroachment

Sir, lekhpal has involved in illegal encroachment by giving wrong and illegal reports to seniors officials to him and in every report changed the land maps in his report prepared by him.I habve reported every channels as DM of the district concerned and higher officials and chiefminister office but due to collusion of Lekhpal higher authorites are considering the wrong facts/feedback of lekhpal without citing the original land recorda and landmaps.please advise for next course of action.Thanx sir.
