You can engage a lawyer experienced in the matter.

Is yours a newly constructed building? In Maharashtra the builder is required to register the Society once the minimum number of persons required to form a co-operative society have purchased flats.

Have you got any kind of association registered or unregistered for your building? If so let the Secretary of the Society go to the Registrar's office in your city. There will be an Assistant Registrar there for your Municipal Ward. Ask the staff there for the necessary papers.

Every Co-operative Housing Society should have bye-laws. In Maharashtra there are model bye-laws. The Model Bye-laws were last amended in 2013. Go to the Co-operative Housing Federation office in your city. They will have copies of Model Bye-laws and you can purchase one. They will have also have other required forms for the registration of the society. In Mumbai the Federation office at Vikas premises near Horniman Circle. If you are in any other city you will have to find out. In Mumbai the offices of the registrars are in Malhotra Building opposite GPO.
